President Don Porth called the meeting to order at 9:10am.

After introductions, the April minutes and the Annual Meeting minutes were approved (with certificate recipients to be added). They will be posted online at www.Belmontbusiness.org

Treasurer's Report The treasurer's report was presented. Jon has been approaching businesses for membership and also looking at a July evening event at Advantis CU. Recently PDOT hired a part time person to assist with bike corrals. They consider a portion of the Belmont bike corrals' cost as "internal development".

Unfinished Business The Sun Sculpture moving project is still alive & well. The sculpture is on the west end of the Avalon Theater building and cannot be seen because of the trees in front of it. The power to it is now disconnected and, hopefully, some solution will be found to be able to afford to move it to the firehouse. Bill Stites will help Don.

New Business The BABA Walking Tour Brochure is being looked at to get people to know the district better. Businesses are going to be asked for sponsoring if we move forward on the project. There will be a 20 page glossy and the brochure will be tri-fold. Christoph has worked up a small brochure too, along with the Lone Fir Cemetery walking tour. www.nwhistoricaltours.com. The marketing interest group has also been thinking about a brochure which could have sponsors, coupons, etc. All will look at what exists now.

APNBA John Barker reported APNBA is getting its act together. There is still room to attend the conference on Thursday. The Board was presented the draft work plan; the main areas of BDA interest for APNBA to provide are Advocacy, News & Information, Training/Education, and Funding. John will be the official APNBA representative to the Urban Sustainability Study Tour looking at green design, transportation, energy generation, etc. in Scandinavia. He will be gone from the 15th ú 30th.

Neighborhood Associations Sunnyside General Meeting - Fred Meyer is doing their presentation on their remodel. New Seasons will be relocating at the former Daily Grind at 40th & Hawthorne.

Crime & Safety Officer Rick Miller has been off with an injury. 24/7 security and an on site dog have helped security at Belmont East. The public phone at 34th & Belmont remains a problem. Katherine Anderson reported that HBBA has developed a phone tree and list serve sharing regarding shoplifting and she reminded business people to keep their and their employees' belongings such as laptops, ipods, cell phones, purses, etc in secure places: . 9 Muses The liquor licensing specialist came by and they probably will vote to not renew on June 10th. The mitigation abatement plan was not satisfactory. Another house complaint was filed. This all started before January 1st. Remember to report any issues.

Street Fair Next meeting tomorrow evening at 7pm at It's a Beautiful Pizza. It was agreed to raise the sponsorship fees to $60 - $1200. The poster was presented. The music budget has been increased. The SNA folks are working on the music & transportation areas. They are "tweaking" the current layout for better egress at the end of the day. John & Bill are working on the street closure. The trolley will stop @ Belmont East this year. It goes from 20th ú 48th. We are also looking at Pedi-Cabs as alternate transportation. The main stop for the trolley is the Belmont Fire Station. We are looking at a possible attendance of 3000 ú 5000. There will be a NW Natural open house @ Belmont East condos on the 6th.

Merchant News The veterinarian on 42nd is now open in the Condos that used to be a gym.

Marketing There is no logo design to present yet. Gail will join this interest area also. Heidi sent a proposal to Jim.

Eastside Streetcar A large area in inner SE is being explored. This is being pared down from vague possibilities to viable possibilities. Don, Heidi and Katherine are talking to businesses on the corridor. The addition of the streetcar could trigger development of storm water management techniques, sidewalks, and crosswalks. Many Hawthorne businesses are not in favor but quite a few Belmont businesses that President Porth approached are tentatively in favor. Does the opportunity to ride a streetcar serve as a draw? This is approximately a 15 ú 20 year process to completion. What are people's reservations? We need feedback by Thursday. The deadline has been extended to do public outreach. There are three issues: Ridership, Development potential/Funding mechanism, and Community support. A letter would line out concerns and support potential. A lot more people are using busses right now. Streetcars help connect an area to the tourism industry. Christoph is getting an original picture of the streetcar with a conductor's picture to share with BABA.

Portland Tribune ú Claudia Stewart goes to the BDA and NA meetings. She offered their website manager for an interest area meeting.

The Lone Fir/Chinese Burial site meeting will be July 22nd at Metro on Grand @ 5:30 pm. They are seeking input on the three proposed designs. The cemetery is one of the lost treasures.

Treasurer's Report The treasurer, Jon Colasuonno, had a question regarding dues and the potential for new members. He suggests an outdoor activity at the Advantis CU. We need to capture more of the businesses to be dues paying. Jon is also suggesting we change to an Advantis checking account with 5 ½% interest. Must use debit card once/month (or is it 12x/month?) and use online banking and paperless statement and make one electronic payment. It could be a challenge to meet the requirements.

Crime & Safety The Neighborhood Response Team officers are doing partial one day/week now so not doing as much. Hollyann reported on the 9 Muses meeting. They had elected not to do a neighborhood agreement, but at the meeting they sounded like they would develop a plan regarding the issues: vector control, fire safety & noise , outside drinking, late hours, etc. Three days after the meeting on Monday, the police were called again. They have turned in a mitigation plan. Don noted that the process regarding 9 Muses has been a good example of working together. Very important to get complaints logged for the OLCC: 3 complaints in 30 days triggers a check-in. The 9 Muses had 12 complaints in January. Nancy noted that Division/Clinton Street Fairs' beneficiary this year will be House Call Providers, who have provided pro bono care for Chester Yeon (Belmont Market shooting.)

Membership Pine State Biscuits building and the Wash World business are for sale, and Specialty Flooring is for sale @ $800,000. Martial Oils and Parkside Deli are now located at 60th and Belmont. At 3810 SE Belmont will soon be home to 2 massage therapists and an acupuncturist.

Marketing The cost for logo redevelopment is $500, - tweaking or a complete update? Identify if we want to change the logo, then all collateral will be redone with the new logo, colors, etc. It would also be used for the street banners. The bids are $90 - $2000. Want them to be recognized on sight as Belmont. Don't want to lose the trolley just want to have a new design available for next steps. John moved that the BABA spend up to $300 to develop the logo and discussion of the mission, seconded and passed. Bring the final design in June. Banner discussion followed ú the current ones are looking dingy. John will start working on that.

Liaison Reports Mauricio Leclerc is back from parental leave and catching up. The street car process was mentioned. Belmont is interested pending details, funding costs (LID); Mauricio recommended writing a letter of support. Don would like to have representation at the SE interest group, (Don & Heidi). At 26th and Morrison the rails are still visible ú could take a banner and photo with "Come Back" to Belmont. Could there be street improvement in conjunction with the street car, i.e. green/streetscaping. It will need to be community driven.

SE Uplift Board slots are open. No land use and transportation committee currently.

APNBA John went to the Annual Meeting and the May Board meeting. He moved that he serve as the BABA board member with an alternate pending. Holly seconded, motion passed. APNBA Conference ú June 12th. John moved that the BABA fund anybody from the Board to attend. Heidi seconded, motion passed. John Barker, Jon Colasuonno and Nancy will attend.

Sun Sculpture Columbia Neon will give a bid for moving from the current building. John moved BABA spend its budgeted $400 for the move. Holly seconded.

Old Business Budget approved. John and Don spoke in approval of the budget and the increase in reimbursement to the Support Group for their services. Information about BABA's meetings could be put onto the Advantis message board. John moved to adopt the budget as presented. Holly seconded and it was passed. Laura Foster ú Walking Town booklet This is an idea to connect the entire district. Lone Fir Cemetery is being worked on to have a walking tour and Chinese burial ground tour. Chris from NW Historical Tours is also in attendance. Laura's proposal would take about 5000 words, history, geologic heritage trees, Native American ethno-botanical use. It is designed to turn the neighborhood into a story. The current book covers Laurelhurst and Belmont. She presented a proposal and will e-mail it to Don to send to the Board. 12 ú 15 pages. From 12th ú 60th, Belmont to Stark. The cost is $3125 plus images. It will have contemporary photos, and a self tour. Christopher presented also. He has been approved to do a walking tour of the cemetery and is working on this area also, particularly in the area of historic preservation. Street Fair There will be a meeting Wednesday May 21st @ It's a Beautiful Pizza. Two transportation options are available. We need better strategy for breakdown and the exiting of the vendors. There could be transportation options behind Belmont Market. Hair & Bare would like to be in as a vendor.

New Business Alternate meeting dates and times needed. Test model at Advantis CU. The firehouse may open in the evenings from 5 ú 10pm.

Other John moved to accept Caroline's resignation from the Board. Seconded & passed. Zupan's will be changing the nearby meters' parking limit to one hour. Donovan Petrowsky is the city staff person who works on this. Adjourned at 10:45 am.

Posted online at www.Belmontbusiness.org Treasurer's Report - Given Crime Prevention The fire Marshall inspected 9 Muses Acoustical Tavern. They have changed some ownership, added an outside venue, and different (louder) music, with not enough food sold, etc. The OLCC had been working on a Good Neighbor Agreement but they refused to sign it. No sound proofing, close to neighbors, very noisy. Many complaints on record. Many agencies are getting involved. At Belmont Inn ú a disagreement went outside and there was a fight. Max MargolisCOP CP, is reached at 503-823-0540 for reporting incidents and concerns..

Budget John Barker who developed the budget with Don Porth and Nancy Chapin, presented it to the Board. Members asked for more back-up information. A meeting will be called before the next Board meeting and all will be invited.

Marketing Heidi presented her graphic designer's idea for a marketing plan for BABA. She suggests continuity in design on all materials, and that the logo be updated. Phase 1 ú logo design Phase 2 ú welcome kit and card for window. She volunteered to chair a committee in this new interest area. Noted the thought presented last month about using sunflowers for district beautification. Jim volunteered to serve on the committee. Claudia with the Portland Tribune asked the Street Fair date. It is Sept. 6th, no monthly meetings yet.

Parking Discussion Concern was raised about there being too many 1 hour parking spaces. Heidi is hoping to change some to 2 hours. Zupan's is also working on the delivery issue. Stew White from the Historic Belmont Firehouse apologized for the scaffolding and loss of parking on 35th & Belmont. The seismic upgrade is scheduled for next year. Call if there are parking problems.

APNBA Jon Turino reported they're looking forward to being more helpful to BDA's. His new phone number is 503-477-9648. He reminded us of the need to nominate someone to serve on the Board. He is soliciting banners to hang in the office. The Board meeting is April 14th and the Annual Meeting is April 28th. John volunteered to attend in April.

Unfinished Business Sunnyside news had an article in the last issues about the sunflower bike racks. There will be a community potluck in May to choose the design. The hope is to create 8 sunflowers. Safety and aesthetics are both concerns as well as whether BABA will give financial support. Sun Sculpture ú engineers are looking at the Firehouse wall regarding the ability to carry the weight of the sculpture, which currently can't be seen due to foliage.

New Business Banners ú Zupan's is willing to match a grant for new banners as underwriter. Ajohn recommends luminum brackets, fiberglass poles, and a smaller wind area.

Streetcars BABA hasn't taken a stand. Jim asked if the BDA is interested in supporting the streetcar. Belmont and Hawthorne are still on the list - possibly a loop? Bill can speak to the issue. Jim moved that the Board support the idea of having a streetcar on Belmont pending further details, seconded and passed. It will cost a lot and it's important. Treasurer's Report The treasurer's report was presented. The Annual meeting went well. There will be more income to come from Visa charges. Popp Catering volunteered to host the annual meeting next year.

Crime and Safety The crime statistics are down. Officer Miller asked for notification of business people's worries. On 34th Avenue it seems to be drugs. There are noise issues at 9 Muses. There was $17,000 of aluminum stolen at the 38th Avenue construction site so the developers now have full time security. They plan to have the building completed in August, It was noted that security officers should carry cell phones. The No Trespassing signs put up at Popp Catering have worked to deter transients. The graffiti contact is Marcia Dennis ú mdennis@ci.portland.or.us. Delivery trucks are still a problem on 34th.

Sunnyside NA SNA has received a proposal to partner in the energy conservation/sustainable energy source for an energy source at Sunnyside Environmental School. The area would be 20 blocks or so around the school. I would be using hot water/geo thermal/solar energy. Belmont Dairy owners are on board. There will be hot/cold water pipes w/converters in the home or business.

Membership/Merchant News There are currently 34 financially supporting members. New businesses: Pine State ú this is an internet café at 37th. Mai Thai is at 31st. A Veterinarian is moving into the space below the Andrea Condos which are all sold. The former Salvador Molly's is now The Edge of Belmont.

APNBA The board is asked to consider what they would like the APNBA to do for them. There is an open house on March 22nd @ 107 SE Washington from 4:30 ú 7:00pm. All are invited.

Annual Meeting Report It was a good meeting, Commissioner Adams spoke. It went very well. There will be minutes later.

City Budget Forum This was interesting and worth attending when they come up again.

New Business Greg Raisinan, neighborhood activist, would like to have BDA participation in two projects. 1) Would like to make the bike oasis more attractive/aesthetically positive. The project would replace 4 bollards with 4 sunflowers on bike stands at each oasis. They will have a contest to collecting pictures of sunflowers and choose the best ones at a potluck. Greg is contributing $1000, Richard Satnick $3000, need another $2000 for the project. They will be using the city's art bike rack process. The rack and sunflower will be one piece. There was a suggestion that other bike racks in the area also have sunflowers on them. "A great way to differentiate the Belmont Area," said Richard Satnick, noting that "It will make a huge difference." He moved for a letter of support and adoption as a project because they need to move forward. The suggestion was made to go to SE Uplift to be the fiscal agent. Bill will write the letter with Don. 2) The speed limit on Belmont should be lowered. Statutory and speed resolution is at the state level and Belmont, as a business district could have a 20 mph zone in the 30th ú 39th area. Fremont and others have had main street safety projects and had the speed reduced to 20 mph. Chair Porth asked that Greg write the proposal down for BABA and if there is anyone who wants to be involved. These topics will be discussed further at the April meeting.

Other Jules Kopel Bailey ú Candidate for State Representatives, spoke to connections to Belmont and the interest in rethinking the tax structure for business and work force needs on Sunnyside Energy Association board members, and asked for support. Mike Delman ú Candidate for County Commissioner, spoke of his roots in public involvement and concern for business needs. He would like to see better economic development from the county. Needs to work better with Salem bringing funds back to Portland, and asked for support.

Crime Prevention & Safety The homeless population has decreased for now. 503-823-3333 ú non-emergency A major Belmont tagger has been identified and apprehended by the Neighborhood Response Team. A suggestion was made to call Chuck Lawrence to help cover the graffiti and paint the front of the Belmont Market.

APNBA Dinner meeting held on January 28 to award grants for the fall. This is an Umbrella organization for the BDA's. Hani moved that the BABA reimburse John Barker, and Bill Stites for ½ of the $35 cost each. $50K will be available for grants.

President's Report John attended a SE District Presidents meeting along with Don Port, BABA incoming President. He also attended D/CBA's meeting and will attend HBBA's also.

Membership There are currently 24 members. Michael Newman of Edward Jones on Burnside is visiting businesses on 39th ú 70th, from Stark to Burnside. Annual Meeting There are 32 people signed up as of now. Auction items are coming in. Heidi and Holly are collecting and making calls. Auction items will start being set up at 4:30 and it will start at 5:30. Commissioner Adams will have a talk about "green streets", Bike Grant We are still awaiting a bill from the city. They want to be fair. Web Site Isabelle, Heidi, Bill, Jen, and Jim, Thursday 10am. Traffic Planning There is an engineering proposal from the city regarding safe routes to school. The possibilities are; one low priority proposal is the render 1 block from Belmont to Morrison north bound. Another suggestion is a Festival Street with early???? Borello Sculpture The project is moving forward. Currently the Fire station is undergoing some repairs.

Other The Firehouse has funding for some seismic improvements. The Lone Fir Cemetery committee is looking at an interpretive center on the NE corner of 20th & Morrison in honor of the Chinese Burial Site. They want to develop it more as a park. There are some funds available. John suggested that PSU/U of O Architecture program could be approached, or a design competition. The Meadows Realty has been approached to assist with the above project. Regan Grey is a candidate for state representative and has been staff to Diane Rosenbaum, who is running for state senator. She shared her qualifications and sees herself as very well-qualified. Key issues: Health care is draining businesses and individuals. The Insurance Review Board/Commission needs to review insurance rate increases. Education funds Environmental policies The May 20th primary will probably be the deciding election. Legislature meets every two years.

Treasurer's Report Discussed and explained in some detail since the report covers the whole year. Income from dues down $2000 but street fair up so we ended the year just in the black. Total assets = $19,659. John & TSG are working with the bookkeeper Marie Caitlin to streamline and improve the report.

APNBA: Chapin reported APNBA will be in its new office in February. There are 4 candidates for executive director who will be interviewed. The grant awards dinner is January 28th at Steamer's on 82nd & Sandy and features a catered dinner. Tickets $35. RSVP 503 234-7642 by 1/22. John will attend but all are welcome.

President's Report: Barker said BDA presidents and Chapin had another monthly lunch meeting 12/14. Topic was TSG services. The next lunch is 1/11. Topic is officer & board duties. Don Porth will also attend.

Membership: Getting replies and dues from the November mailing. TSG will do a mailing in late January for the annual meeting and include reminder on the dues.

Annual Meeting: The annual meeting will be on Thursday, February 7th at 5:30 at It's a Beautiful Pizza. Speaker will be Sam Adams. New APNBA Grant: Holly submitted an application for $2000 for member outreach especially to outer areas on SE Stark.

General News: The Sunnyside Neighborhood Association is concerned with Cricket Café, at 32nd & Belmont and their outside tables, trash, etc. SNA signed a neighborhood agreement with them.

John Sorenson told us about Sunnyside Neighborhood Energy – the aim is to create the thermal energy on side to the school, the neighborhood, and the businesses. 70% of the energy use in a structure is thermal. There is no complete model in the USA. But Copenhagen, PUD's, Portland School District and The Brewery Blocks have portions that are heated thermally. Hoping to obtain grants for all parts of the first adopters, Meeting with NA on Thursday evening @ 7pm.

Teddy Keizer, candidate for the house seat, spoke about his campaign. He is local and has much community experience.

Program: General discussion w/ Katherine and Karin on issues common to BABA, D/CBA, and HBBA: member & board involvement, finances, appearances, marketing, etc... The HBBA searchable business directory has been well used. It can be searched by keyword or address. The D/CBA just applied for a web grant. John's long term view is for the 3 associations to have a full time staff person. BABA might raise dues more in line with others. But participation at any level is more important than amount. General BDA goals: support, promote, leverage the district. Remember residential is important component.

Crime Prevention & Safety Tagging, car thefts & thefts from cars are down. One big guy may be selling drugs. Saturday night, Holly's window was shot with a pellet gun. 30th & Belmont homeless group sit in front of store. The shooter at the Belmont Market has been convicted.

Financials Financials were presented and the bottom line is looking good.

APNBA Report People are worrying about the trip tax. There are 21 applicants for Executive Director.

President's Report The presidents of BABA, D/CBA, and HBBA had lunch together. They are working on a general job description for the Support Group. John has invited Katherine Cosgrove, D/CBA, & Karin Edwards, HBBA, to BABA's January meeting

Dues The dues mailing has gone out. There are 73 current dues payers and/or St. Fair supporters.

Holiday Promo Santa ú 425 people came through, which made the news. Maybe more aggressive advertising next year. We could do a poster for the nearby businesses and perhaps a flyer to hand out regarding nearby restaurants & services.

Annual Meeting February 7th @ It's a Beautiful Pizza; Commissioner Adams may attend but not sure yet.

Bike Parking Bill Stites will check in with the city to see where the invoice is in the process. He will prepare the progress report.

Crime Prevention & Safety The Belmont Inn's video poker screens were vandalized and it will cost the state 15K to replace them. Transients are still on the move.

APNBA Report A letter is to be written regarding the desire for a simple appeal process. A BABA representative is needed. There is concern about the small business cost per trip piece of the Safe Sound & Green Streets financial proposal. The Executive Director position is open.

Executive Report John met with Katherine Cosgrove, D/CBA, and Karin Edwards, HBBA, and discussed common concerns.

Holiday Promo On Saturday December 8th, from 9am-3pm there will be a Firehouse Santa, and they could use a hand or two. The BABA banner needs to be put up. The Doernbecker Safety Center will be present. Discussed having a flyer and thank you in the SE Examiner listing eating establishments in a two block area. There will be a table with brochures etc; they will encourage lights in windows, at the above event.

Annual Meeting The annual meeting will be on February 7th @ It's a Beautiful Pizza. Perhaps Commissioner Adams as the speaker?

Website A committee needs to be formed. Holly, Bill, and Nancy will convene, and discuss what features are wanted, etc.

Planning Tom Armstrong spoke to the different types of transportation planning. What does Belmont want to do? Mark Lear is the Director of the Safe, Sound & Green Streets Program, and Jamie Waltz is the Special Projects Coordinator. This project is to repair the streets and the bridges. A lot of needs cannot be met due to the lack of funds. Plans are to go from 20 to 100+ bike boulevards in the city. Outdated signals need changes, etc. An 89 person stakeholder committee is working on the final proposal. They are looking at a gas tax, trip generation fee, vehicle registration increase for the Sellwood and other bridges. John asked about the Board's ideas for street changes. More commercial options, mixed use zoning? There is a street cars meeting tonight @ Lincoln, and Thursday @ Grant. Belmont needs to weigh in if they want the streetcar. Criteria for streetscape ú part of the need is the street needs repaving. There is a possibility of a TGM "quick response grant". There is some encouragement for developing an operational plan. John asked Mauricio to bring the planning documents for Hawthorne and others to the next meeting.

Discuss next month when PDOT is at the BABA meeting. 25¢ phone owner has implemented a "crime stopper" program which announces your call can be traced. Transient problem @ 30th & at transit substation. Some alcohol issues. Bike patrol Tuesday ú Friday, 9am ú 7pm, wider area. Will attend meetings when can. Also Neighborhood Enhancement Team ú 4 officers, go through Officer Pickett. 3pm Thursday. @ Haven regarding burglaries in Division/Clinton area.

APNBA Report Conference Tuesday, October 23rd. John, Bill moved that BABA pay the way of anyone who would like to attend. It was seconded & passed.

Liaison report Small Business Bill of Rights going to city council on October 25th.

Street Fair The gross was around 13K. Some concern w/reduced traffic in parking lot. We need either better signage or special use. Bus reroute went pretty smoothly. 35th went well. Biggest museum visitors ever. After music wasn't over lapping, it was good. Drummers need to take a break. Trolley was full. Think about pedicabs or another form of transportation. Maybe create a drumming place break in the vendor spaces. Minor problems ú vendors on bikes that were discouraged from staying. Advantis CU gave away about 1000 items. A little more vigilance @ 5pm for the loading up. Better staffing for the am & pm for safety. Businesses were ready to have the street open by 7 at the latest. Paid labor ready for help with the barricades. No problem w/Tri-Met & PDOT. Soft closure worked. Phantom Chicken did a great job on the poster. John proposes $500 to Chester's fund, $1700 to John, $300 to Bill Stites, moved by Hani, seconded & passed.

Other Bike parking ú no bill from the city yet. Sculpture ú nothing yet. SNA News ú meeting on Thursday. Good collaboration regarding music, sponsorship, and barricade help. Holiday Santa @ the fire house. Sponsor a group ad page in the SE Examiner, at ½ cost for members. 2nd Saturday in December, the 8th from 9am-3pm. 800 pictures taken. Poster, gift certificates, coupons, etc. to advertise & give-away @ the fire house. 6.75% interest coming @ Advantis CU soon. No minimum balance. Local partner being looked for. Now they are a community charter CU so anyone can join. Annual fire house fundraiser is on Thursday from 4-10pm.

BIKE PARKING Bike parking is almost complete. The last of the bollards are being placed, and the bike rack at the west end is filling up. With the bike racks in place, the sidewalks are starting to clear.

APNBA Report The next meeting is on the 2nd Monday of the month. The city has made a $129,000 grant to fund the APNBA.

Street Fair So far $8500 has come in. There are over 100 vendors, and Belmont will be closed to traffic. Bill did 3 rounds to get signatures for the street closure. Belmont will be closed from 33rd ú 35th, and a soft closure will be in affect from 35th ú 37th with parking not restricted. The fair runs from 10 ú 5, with Belmont being closed from 7am ú 7pm. The buses will be rerouted from 6am ú 8pm. The trolley will be rerouted around 33rd ú 35th on Morrison. There will be no dependence on the trolley to shuttle people to the next bus stop. The committee will place the no parking signs on Wednesday, and chalk out the spaces on Friday evening. May hire security for each end. Laughing Planet had an issue with deliveries. Will tell their deliverer's by 9:00am. Vendors are encouraged to stay till 5:00pm when the event is over. Bright yellow T-shirts will be given to the volunteers. Close down will be from 5 ú 7. There will be a pizza party for the volunteers afterwards @ 8pm. Don Porth will help with the barricades. The trolley will run from 20th ú 48th, and will stop where ever people are waving their hands. No major problems are expected with security. Will try to get one officer, or have some bike patrol, and get officers to stop by when in the area. The stage at Zupan's will be from 11 ú 5, and at the fire station from 10 ú 5. If vendors are not there by 9am they will be considered a no show and their space will be reassigned.

Website Website needs updated. Jim and John have discussed this, and will make updates @ each meeting.

Safety Officer Miller has replaced Brock Sorenson as the representative for this area. There is talk of removing the 25¢ phone booth at 34th & Belmont due to drug activity. It would be nice to remove the cigarette signs from in front of the market. October is National Crime Prevention Month.

New Business Neighbor Chaim Sil will hang a 16' X 16' painting, maybe on the wall @ 34th & Belmont and it will be roped off.

APNBA Report Transportation cost process with Commissioner Adams. Encourage meeting attendance. Graffiti paint lock-up issue. APNBA is writing a letter in support of $1,000,000 for the Graffiti Task Force for graffiti removal. The new offices for APNBA are located at 20th & Oregon.

ODDA Works with Main Streets and noted that the state has approved funds for Oregon small town main streets' utilization, not urban Main Streets, such as Portland's.

Bike Parking Always full. Katherine Anderson is referring other streets to Bill Stites about his process.

Street Fair We are working with Tri-Met regarding the street closure. It now looks possible. Hard closure at 33rd ú 35th, soft closure from 35th ú 37th. Gail presented the draft poster. SE Precinct will be asked for bike patrols, and inform other officers about the fair. SNA is doing music and the transportation exhibit. 9 muses had a fire. It didn't affect the neighbors. Perhaps a GFCI didn't pop. Sponsors look good to date. We have 69 vendors so far. Want 80. Meeting every Tuesday.

Relocate Borello Sculpture Nancy will re-contact the commissioners & RACC.

Safety Katherine reported the new Neighborhood Response Team leader @ SE Precinct is Officer Bob Pickett, who will also be Belmont's officer. The NRT's work on neighborhood and business issues. The 5 or 6 officer Neighborhood Enhancement Team is now in place. Graffiti: the paint issue ú should it be locked up? Auto theft is up everywhere in the city 20-40%, 33% in the Belmont area. These are mostly a crime of opportunity. Hondas and Toyotas are the major targets.

Presentation Tom Armstrong, BOP, is assigned to the SE area. He will be looking at the planning issues. He has worked on the Division Streetscape, the Powell Streetscape, etc. The Planning Bureau Work Program includes a Comprehensive update to the Central City Plan & the Comprehensive Plan (how the city complies with state goals). Will do 3-D zoning modeling, looking at the city first. This is a 2 to 3 year process. Meetings next spring. Will look at Max station areas which haven't been developed yet. 60th & Glisan, 82nd, Parkrose, 148th, and 162nd. Doing crime prevention through "Environmental Design" study is also happening. PDOT Report ú Trolley study is starting now, too, and is an 18 month process. Looking at logical corridors for street cars, rapid transit, light rail. Working with BOP, too. This is part of "The Portland Plan". There is a large public involvement component; 35th-39th is residential & commercial. Would like a combination of curb extensions, traffic, and a need for street trees. If Belmont wants a Transportation Plan, we need to start work on it now in conjunction with the trolley study. PDOT will plan a special meeting. There are transportation meetings also coming up. Commissioner Adams would still like to have a walk with Belmont merchants. Katherine from Crime Prevention appreciates working with PDOT, and BOP on the issues recently.

Other Diane Price is looking at the former Doggie Day Care at 33rd & Yamhill to start a Community Acupuncture Treatment Center. A sliding scale from $15 to $35/treatment. Sounds like a good area for it, good fit, and good idea.

APNBA Report Members discussed office location, working or policy board? Also discussed was whether the APNBA has taken a position on the PPS school superintendent hiring or on the transportation funding discussion.

Bike Parking It is in! Both ends are completed and full. They are 37' each with 11 racks, and lots of reflectors and bollards. Two levels of support were required, 1) Letters of support from businesses in the block 2) Letters of support from the business directly affected by the bike corrals being in front of them.

Street Fair Sponsor pledges - $2950 to date. 30 vendor registrations. Tim Brooks is working on music and transportation. Tri-Met is opposed to closing Belmont. There are distance (to reroute the busses) and security issues.John is still working on it.

Relocate Borello Sculpture Nancy will approach Commissioner's Sten and Adam's office to get their approval to move forward. The artist wants to relocate The Firehouse is ready but needs administrative approval.

Website Need to spend the grant. John will contact Andrea to be on the Committee.

Art Stroll The Art Stroll has been cancelled because there isn't an available coordinator. Don Porth suggested that the Firehouse could host an art gallery-type show on a regular basis if artists aer interested.

Other A potential restaurant developer wants to know what spaces are available on Belmont. Suggestions were the Tice property development and the development on 38th.

Kevin Spence announced the Business District blog at www.portlandsmallbusiness.blogspot.com.

Ankist Zadeyan announced the www.heyneighbor.info website. Businesses can post for $5.00 to $10.00/month and their BDA will receive a small return on the business posting fees.

Holiday Promotion: John distributed 50 boxes of lights to members. SE Examiner ran a ½ page full color add listing all BABA contributors (page 8). Also the front page featured an article and color photo of the Fire Station Santa. Don Porth reported on there was a great turnout Sat. Dec. 9 with around 150 photos taken of kids with Santa yielding $750 in donations given plus $500 in sales. Total attendance guestimated at 500 - 700 people.

Web Site: Jim will post a selection of the Santa photos. BABA has applied for a grant to expand the site.

Parking Benefit Study: HBBA board opposed the effort so the City has stopped but is willing to proceed with the financial analysis if there is interest.

APNBA Report: Nancy Chapin reported on the board meeting last night. $250,000 one-time grant was awarded by the City to set up an office & full time staff. Grants will be awarded at the January meeting. By-laws will be adopted at the annual meeting in April. The state budget will hopefully include $750,000 to fund main street programs. The Oregon Downtown Development Assoc. has a conference on downtown development Jan 16 - 17 at Silver Falls. See www.odda.org

Annual Meeting: Decided on the date Feb. 15 at It's a Beautiful Pizza. We are on the lookout for new board members. John would like to step down as president. Consider increasing budget to pay Chapin to do more. Parcel out jobs to board members, e.g. write monthly news article, meeting minutes. Focus of the annual meeting will be on the mission of the BABA and to agree on top priorities such as: Appearance (flower baskets, banners, steam cleaner); Safety; Marketing (web site, walking maps, events). Holiday Promotion: John distributed 50 boxes of lights to members. SE Examiner ran a ½ page full color add listing all BABA contributors (page 8). Also the front page featured an article and color photo of the Fire Station Santa. Don Porth reported on there was a great turnout Sat. Dec. 9 with around 150 photos taken of kids with Santa yielding $750 in donations given plus $500 in sales. Total attendance guestimated at 500 - 700 people.

Web Site: Jim will post a selection of the Santa photos. BABA has applied for a grant to expand the site.

Parking Benefit Study: HBBA board opposed the effort so the City has stopped but is willing to proceed with the financial analysis if there is interest.

APNBA Report: Nancy Chapin reported on the board meeting last night. $250,000 one-time grant was awarded by the City to set up an office & full time staff. Grants will be awarded at the January meeting. By-laws will be adopted at the annual meeting in April. The state budget will hopefully include $750,000 to fund main street programs. The Oregon Downtown Development Assoc. has a conference on downtown development Jan 16 - 17 at Silver Falls. See www.odda.org

Annual Meeting: Decided on the date Feb. 15 at It's a Beautiful Pizza. We are on the lookout for new board members. John would like to step down as president. Consider increasing budget to pay Chapin to do more. Parcel out jobs to board members, e.g. write monthly news article, meeting minutes. Focus of the annual meeting will be on the mission of the BABA and to agree on top priorities such as: Appearance (flower baskets, banners, steam cleaner); Safety; Marketing (web site, walking maps, events). Consider a board ½ day retreat in March following elections.

APNBA Report: Board meeting held 10/9/06. John & Nancy attended. APNBA still in process of organizing - issuing a RFP for association management.

Street Fair Sept. 9: General discussion. Overall it seemed to be a big success. Attendance: started light but very strong till closing. Congestion: Take serious look at blocking Belmont next year. Stage: Music seemed weak. Fire Station: Had great turn out. Earned $1200 in sales. Budget: $9040 gross income, $6548 expenses. At this point the meeting turned over to Holly who made a motion with second by Hani to pay John $2000 for organizing the fair. Passed unanimously.

Neighbor Assoc. News: Art Walk 9/23 seemed a big success. Beautiful weather helped. Clusters of galleries seemed to have more traffic. Hoda's, Hollyhock's, Eagle Eye and Fire House all reported positive experiences. Marketing / Public Relations: Fire station Santa Sat. is Dec. 9. This year try to also promote Belmont in general more. Trish will head up. John, Trish and Don need to meet.

Annual meeting: Tenantive date is Thurs. Feb. 15.

President Report:: John attend a Parking Benefit Program dinner meeting, 4/27 hosted by the City - Sam Adams & the Dept. of Transportation. This free, hosted event was very well done. Adams moderated. Various officials and a guest speaker Douglas Kolozsvari from San Francisco, co-author of "The High Cost of Free Parking" explained the intent of the voluntary program: All funds raised from a parking meter program are spent in that district for revitalization. Passadena, CA is the prototype. The Lloyd District in Portland also has had powerful success. The program could generate several thousand dollars annually for Belmont to fund operations or a bond issue to fund tens of thousand dollars in capital improvements. The next meeting is 5/30 from 7 - 9 pm @ SE Uplift

Sunnyside Neighborhood Art Stroll:: Valerie Garrett is organizing this new effort to be on a Saturday a week or two after the street fair. Local artists will have open houses in their studios and galleries. There will be a free map. BABA encourages inclusion of venues on Belmont. Non-galleries such as Eagle Eye Optical could host a special exhibit. It's a great idea! Neighbor Assoc. News SNA annual meeting with Elections is this Thursday, 7:00 pm at Sunnyside School.

NEW BUSINESS:: Adagio Café @ SE 30th opened.

PROGRAM:: 9:30 - 10:30 Mary Bosch, Marketek Consulting, briefly repeated her power point presentation from the annual meeting in February. This was followed by an open discussion on how to best promote Belmont. Some key phrases: Belmont has unique identity. More than retail. Creative community. Individual. Local business, virtually no national. Liberal. Leading edge thinking. Historic & heart of Portland. "Non-trendy." Some project ideas: Do more cross marketing of events; Focus on physical image (Cleanup campaign with SOLV & SNA. Salvador Molly's would host food. Buy or hire pressure washer.); Promote history (displays in Fire Station or Canright's lobby); Issue monthly press releases on some topic complete with photo (Trish?). Jim Canright and Rick Sadle will meet about creating a tag line and graphic to match. Discussion will continue at next.

ANNOUNCEMENTS:: Umpqua Bank is hoping to open a branch soon in the Belmont/Hawthorne/Division area and are looking for a 1500 sf space. The bank focuses on communities and small business.
